Construction of the north branch of the Second Hospital of Shandong University officially started on the morning of October 10th. As the first Tier 3A general hospital to be located in the pilot area, it has a total of 2000 beds and is expected to put the first phase into use in 2023. Fan Liming, president of Shandong University, and Zheng Deyan, member of the Standing Committee of Jinan Municipal Party Committee and vice mayor of Jinan attended the groundbreaking ceremony. The north branch of the Second Hospital of Shandong University is the first Tier 3A general hospital settled in the pilot area, which is an important achievement of the high-level layout of livelihood facilities in the pilot area. It is located in Cuizhai District and will assume the function of district-level medical institution in the future. As the next step, the pilot will attach great importance to the development of people's livelihood. In a bid to build a medical and health service system that is in line with the urban functions of the north, the pilot area will continue to increase investment in health care, to fully support the construction of the north branch of the Second Hospital of Shandong University, work faster to improve basic medical service facilities and service ability and enhance regional medical and health development in an all-round way.

It will be an important guarantee to improve the medical treatment conditions in the pilot area and meet the growing health needs of the people. The Second Hospital of Shandong University will live up to this trust, adhere to the principal of planning at a high starting point, high standard design and high-quality construction, and build a new modernized Tier 3A hospital with first-class discipline, first-class team, first-class technology, first-class equipment, first-class environment, proving a solid guarantee for the construction and development of the pilot area and people’s health.
Zhang Haiping said that the construction of the north branch of the Second Hospital of Shandong University is an important measure to promote the development of the north part of Jinan, which has triggered a new round of fast construction. Fan Liming said that in the special year of 2020, through concerted efforts, we have overcome difficulties and completed the tasks from signing the contract to starting construction within 338 days. With the strong support of Jinan Municipal Government and Shandong Provincial Health Commission, as well as the hard work of all the project builders, a new hospital is on its way. As an important member of the "Qilu Medical Family", the Second Hospital of Shandong University shoulders the historical mission of "serving Shandong", "serving Jinan" and "serving the People", and strives to build advantages in diagnosis and treatment services. The official construction of the north branch is a big event in Shandong University. It is a new platform, new front and new carrier for the Qilu Medicine to serve the development of Jinan. The school will strive to adopt a forward-looking thinking in overall planning, strategic layout and holistic progression, taking the construction of the north branch as an important task in the 14th Five Year Plan. It will focus on the introduction of high-level talents, focus on the construction of top domestic disciplines, and strive to build a "distinctive, domestically first-class, internationally famous" pilot area medical center, providing stronger support for the construction of healthy Shandong and healthy Jinan.

The north branch of the Second Hospital of Shandong University is located in the Xiejiaying Village, Cuizhai, which is a pilot area for old and new driving force transformation in Jinan. It is the first Tier 3A general hospital to be constructed since the establishment of the pilot area.
The planned net land area is about 33.9 acres, and the total construction area is about 420,000 square meters. By 2035, the hospital will be built into a Tier 3A general hospital with 2,000 beds and 3-5 disciplines will be ranked among the top 10 in the national mainstream ranking. The north branch will be developed into one of the most powerful branches of Qilu medicine.
The first phase of the project will be constructed in accordance with the standard of 1000-bed general hospital, with a construction area of about 182,700 square meters and a total investment of about 2 billion. It is expected to be put into use in 2023, including emergency and first-aid center, outpatient service center, comprehensive diagnosis and treatment center, infection building, No.1 ward building, No. 2 ward building and No. 3 ward building and other single units.
The second phase of the project is constructed according to the standard of a 1000-bed general hospital, with a construction area of about 240,000 square meters. After completion, it will become a modern Tier 3A hospital serving the whole city and radiating to the surrounding areas.
With the integrated and coordinated development of medical alliance, it will be into a domestically first-class and international well-known medical, academic and research center.
Wang Chuanxin introduced that at present, Shandong University and the Second Hospital of Shandong University are trying their best to introduce top academic team to enter the new hospital, which will bring high-level medical resources into the pilot area to serve the medical needs of the people, and at the same time, it will integrate the development of the surrounding medium hospitals in the form of medical alliance.
In addition to meeting the medical needs of the people in the pilot area, according to the development plan, the Second Hospital of Shandong University will build the north branch into a domestically fist-class and internationally well-known medical, academic and research center in line with the construction of the pilot area. It will gather the top medical resources and strengthen international cooperation and exchanges, build a medical highland for the pilot area, further enhance the transformation between the industrial, academic and research features. Meanwhile, the medical undergraduates, masters and doctors from Shandong University will be trained in this hospital.
In phase I, infectious diseases would be treated in the trial use, with a designed nucleic acid test capacity of 100,000 per day.
The north branch would be constructed with planning of high starting point and high standard construction and top domestic teams would be introduced for the operation. The pandemic situation this year has posed challenges to the medical and health conditions. Phase 1 of the north branch will focus on the treatment of infectious diseases in the trial use period, and a separate building will be constructed for the treatment of infectious diseases with sufficient space for outpatient, hospitalization and treatment. There would be independent pathway for patient, family members, medical supplies and medical waste. This separate building is designed to meet the needs in both peace time and the pandemic period. When there is no pandemic, it will be used as a regular building. Once there is pandemic, it would be used exclusively for the treatment of infectious disease.
According to the planning and design, after the building of infectious diseases is completed, the daily outpatient volume of the department will reach 1500-2000 person-times, and can be increased according to the actual situation. In terms of rapid test and nucleic acid test, the daily test volume of a single tube is designed to reach 10,000 per day, and the daily batch test volume reach 50,000-100,000.
