[Hospital News] The Party Committee of Directly Affiliated Institutions of the National Health Commission Comingto Our Hospital to Investigate and Survey its Work of Party Building and Cultural Construction

   On the afternoon of May 16, the visiting group led by Yang Jianli, the Executive Deputy Secretary of the Party Committee of Directly Affiliated Institutions, the Deputy Director of the Personnel Department of the National Health Commission, and the Director of the Office of the National Hospital Party Building Steering Committee, came to the Second Hospital of Shandong University to investigate and survey its work of party building and cultural construction. Zhong Yongcheng, the First-Level Inspector from the Health Commission of Shandong Province, presided over the symposium.

 Wang Kai, the Director of the Office of Party Committee of Directly Affiliated Institutions of the National Health Commission (Propaganda, Industry Party Building Department), Feng Yanlin, the Deputy Director of the Office of the Party Committee of the Chinese Hospital Association, and Song Heli, the Reporter from the Communist Party News Department of People's Daily Online of People’s Daily, participated in the investigation and survey. Cui Chengli, the Second-level Investigator and the Secretary of Committee for Discipline Inspection of the Party Committee of Directly Affiliated Institutions of the Health Commission of Shandong Province, Pan Guoming, the Third-level Investigator and the Deputy Director of the Office of the Health Commission of Shandong Province, Li Li, the Deputy Director of the Medical Administration and Management Department of the Health Commission of Shandong Province, and others also participated in this investigation and survey. Yuan Kuichang, the Secretary of the Party Committee of the Second Hospital of Shandong University, Wang Chuanxin, the President of the Second Hospital of Shandong University, Kong Linghua, the Deputy Secretary of the Party Committee of the Second Hospital of Shandong University, Sun Qiangsan, the Vice President of the Second Hospital of Shandong University, and Zhao Xiaogang, the Deputy Secretary of the Party Committee and Vice President of the Second Hospital of Shandong University, participated in the research forum.

   With the title of Leading by Party Building Work, and Taking ‘Seven Measurements’ Simultaneously to Promote the Good and Fast Development of Hospital Cause and Culture, Yuan Kuichang reported on the Hospital’s ideas and practices of integration of Party and Government and the development of the Hospital’s cause and culture led by the party building work, and explained the understanding in the four aspects of hospital cultural construction. For a long time, the party committee of the Hospital has been adhering to the “responsibility-oriented type, learning-driven type, intelligence-supporting type and value-creating type and 1 integration” strategic positioning and the “three steps” strategic deployment, and by implementing “seven measurements” simultaneously, namely “setting the tone, leading the team, setting up a platform, paving the way, lifting up the slogan, solving problems, and correcting errors”, the Second Hospital of Shandong University strives to realize the synchronous planning and advancement of party building and hospital reform and development, creates a warm hospital culture brand, innovates the “two-line” work model, makes a long-term plan to resonate with 2035 at the same frequency, thus continuously stepping into a new level in scientific research, teaching, and introduction of high-end talents, capital construction, and the building of a civilized unit.

   Wang Chuanxin pointed out that the development of the Hospital is inseparable from party building and cultural construction. In the construction of hospital culture, it is necessary to maintain the synchronization of the party and the government administration, and do well in gathering positive energy, so that there will be a platform for everyone’s growth and development as long as he/she works hard; it is necessary to adhere to fairness and justice, so that there is a good environment in terms of evaluation of titles, positions, and selection of advanced and outstanding individuals; there must be an incentive mechanism to encourage the enthusiasm of employees and promote the in-depth development in works of the Hospital.

   Yang Jianli fully affirmed the achievements of the Hospital’s construction and development, as well as the work of party building and cultural construction over the past 20 years. He proposed that as one of the 44 hospitals under the direct management of the National Health Commission, the Second Hospital of Shandong University should adhere to high standards and requirements in terms of discipline construction, service concepts, public welfare, party building, cultural construction, as well as the construction of medical ethics and styles. As a “Grade III Level A” hospital, the cultural construction should have six characteristics, namely, internationalization, contemporaneity, regularity, professionalism, universality, and inheritance. Regarding how to do a good job in the culture construction of the Hospital, he pointed out that the Party Committee of the Second Hospital of Shandong University should work hard in three aspects: first, it should firmly grasp the connotation and direction of cultural construction, adhere to the purpose of “serving the people wholeheartedly”, and continuously improve the cohesiveness of hospital staff, so as to promote hospital reform and development; second, its ultimate goal of cultural construction is to improve the relationship between doctors and patients, and make sure the happiness of employees and satisfaction of patients; third, it should work hard to build a common vision, form core values with distinctive characteristics, and refine the Hospital spirit recognized by all staff and practiced by everyone. He noted that the construction of hospital culture should achieve the following six targets: socialist core values can be demonstrated; medical humanistic spirit can be inherited; professionalism can be promoted; medical ethics and medical styles are positively recognized; a harmonious relationship between doctors and patients can be built; the culture of the Hospital is well inherited and accumulated. 

   Kong Linghua, the Secretary of the Party Branch of Emergency Intensive Care Unit, Ma Cheng’en, the Director of the Critical Care Medicine Department, Gong Mingzhi, the Secretary of the Second Party Branch of Surgery and the Director of the Traumatology and Orthopedics Department, and Wang Dianhui, the Committee Member in charge of organizational work of the First Party Branch of the Internal Medicine Department and the Head Nurse of the Endocrinology Department, reported their understanding and suggestions for the construction of hospital culture respectively.

  Yang Jianli and other team members also visited the achievements exhibition of the Hospital’s party building and development, and paid a visit to the outpatient clinics and wards of the Hospital. The heads of relevant departments of the Hospital participated in the investigation and discussion.
